The PBI Foundation has received AKKE funding for a large-scale development project to strengthen the role of Finland’s west coast as a key hub for offshore wind power, in cooperation with regional stakeholders. The Port of Kaskinen, currently specializing in offshore wind power, serves as an example of a key hub. The initiative will build a collaborative network and a knowledge and innovation platform to support the long-term growth of offshore wind power and related infrastructure.

The project addresses a recognized need to boost national and regional expertise in the construction and operation of offshore wind power and to enhance the readiness of ports and other local actors to serve this rapidly growing sector. Several tens of gigawatts of offshore wind projects are currently being planned for the Bothnian Sea and the Baltic Sea, with implementation expected within the next decade.

“Building regional readiness to enable both offshore and onshore wind power requires long-term and consistent investment. This project aims to create a roadmap outlining how various public and private organizations can jointly prepare for and participate in future wind power investments,” says project owner Professor Kim Wikström.

The funding makes it possible to proceed with preparatory actions, including the identification of required skills, development of value chains, business and financing models, and international cooperation through benchmarking and expert studies. The ultimate goal is to foster sustainable growth, generate new jobs, and enhance regional vitality over the long term.

The project will run from May 2025 to April 2026.
